Description

The National Hydraulic Plan was another consultative project undertaken by Eric Miller on behalf of the TIHR to advise on the decentralisation and delegation of authority and decision making through the formation of Regional Water Organisations (RWOs). The RWOs were to be responsible for managing regional hydrological systems and this meant that the decisions on services provided, and the costs of the services, rested with the users within each self-managed community. Miller's observation and advice centred around the self-managing user systems as examples of socio-technical systems.
