The Organising Committee for the International Scientific Meeting (ISM), also known as the Convening or Planning Committee, was responsible for the planning and organisation of the triennial ISM (and some Regional educational activities), which also occasioned the IEA Council/Executive Committee (EC) elections, General Business Meeting and change of administrative cycle.

In the early years of the IEA, the EC acted as the Planning/Convening Committee for the organisation of the ISM; therefore before February 1960, the Convening Committee minutes are incorporated with the EC minutes. It usually co-opted an IEA member from the country in which the meeting was to be held.

After August 1971, the Planning Committee records are incomplete. Sometimes they are combined with the EC minutes, and in some years the local planning committee dealt with the organisation of accomodation, local functions, etc., and there is no record.
