Description

Phase II of the project had its foundations in Phase I, but focused more on the qualitative aspects of the human elements rather than on the gathering of quantitive data. The objectives of Phase II were to conduct a qualitative analysis of the Marine Directorate records of casualties, identify human deficiencies in the operation of ships, survey experiences of seafarers in relation to shipping casualties, and survey international experiences and research on the role of the human element. Through the second phase of the project, casualty scenarios were constructed to express the specific influence and operational dynamics of the human involvement.

During Phase II, a supplementary task was also undertaken surrounding the experiences and approaches of shipping organisations in dealing with casualties. The study involved working with the companies to identify organisational factors which could help shipping companies to prevent casualties.
