    n U T L A IT D COUNTY COUNCIL .EDUCATION COI'DII TTEE ANNUAL REPOUT OF THE SCHOOL MEDICAL OFFICER FOR TIIE YEAR JL GENERAL. I present a brief typewritten report on the work carried out from January let 1920 to December Slot 1920. The year is memorable as being the first year of the new Public Health Model - the new dispensation - The Ministry of Health. It cannot be said that any advantage has accrued to the Public Health of tho County and the administrative difficulties do not seem to be in any way obviated. Doth at Whitehall and at the periphery the various departments and committees work in blissful ignorance of what each is doing and recommending. No emphasis is laid on the need for co-operation betweon tho Public Health and Education Authorities - a curious omission as the child is father to the man, the infant in duo course becomes the scholar, the scholar the agricultural labourer and artisan. Thus tho Education Authority has been considering the question of appointing School Nurses. The Medical Department of the Board of Education without apparently any consultation with the Infant Welfare Department of the Ministry wrote recommending tho appointment of two whole-time nurses. On tnw v/twer hand the Infant Welfare Denartmont made no rocommendation as to the number requires for health visiting which is now in abeyance in this County- and it i appears from this that within no distant period there will be two sets of officials visiting each home in the County, one on account of infant welfare, the other for the well being of tho school child. It is not Implied that tho number of officials recommended is oxcessivo. Our latest work on Preventive Medicine ( Hankivoll & Hewlett) recommends one nurse for each 500 school children. ■provided she is doing infant welfare work as well, but it is urged that tho impassable gulf fixed between the various departments and ( 1 )
