Biographical note

The National Health Service Act of 1946 made the provision of district nursing services a statutory requirement for local authorities, which left the Queen's Institute in an anomalous position. There was reluctance to give money to district nursing associations and to the Institute for a service which was seen as now coming wholly out of taxation, but many local authorities were providing the service through established associations.
