Mr. Chairman and Gentlemen, I have the honour to submit to you my 19th Annual Report on the Public Health and Sanitary Administration of your District. I am endeavouring to follow out the lines suggested in circular 1,728 issued by the Ministry of Health to you in October 1938. As modern Public Health matters are mostly under the control of the County Councils, this report must necessarily be confined mainly to statistics and sanitary administration, as only those matters with which you are concerned are dealt with. Byelaws dealing with Tents, Vans and Sheds were sanctioned by the Ministry of Health on the 19th January, 1937, to come into operation on the 1st March, 1937.
