Biographical note

This enquiry followed on from a previous enquiry made by the Chairman and Vice Chairman of the Kensington and Chelsea and Westminster Area Health Authority (Teaching) with outside expert assessors resulting from patient complaints in July 1976. Their report was submitted to the Consultant in Charge but the AHA took the view that the Consultant failed to comply with the recommendations leading to the second enquiry set up in March 1977. The terms of reference were 'To enquire into the running of the Paddington Day Hospital at the Paddington Centre for Psychotherapy and the failure of Dr Julian Goodburn to comply with the recommendations of the Committee of Enquiry contained in its Report dated September 1976 adopted by the Area Health Authority (Teaching) and to make recommendations'.
