    STANLEY, Ladies and Gentlemen, I beg to present to your Council my report for the year 1937. March, 1938. This report must of necessity be somewhat complicated as, during the past year, the Stanley Urban District was completely changed and greatly enlarged by the amalgamation with the two neighbouring Urban Districts. Since this change took place in April, 1937, it means that the first three months, for this Report, are under the old conditions, and the last nine months are under the new. In an attempt to simplify matters, I propose to deal at first with the district as a whole, and later to mention separately the two sections of the area with which I am concerned. WHOLE DISTRICT.
