Sir Robert Peel, when some one proposed to make Vaccination compulsory, as in some despotic countries, objected, remarking that such a proceeding would be so opposite to the mental habits of the British people, and the freedom of opinion in which they so rightly gloried, that he would be no pa^^ty to such compulsion.—Royal Jennerian Institution Rejyort, January, 185h. The Right Hon. W. E. GiiADSTORE, M.P., has written:— ‘‘,1 regard all compulsory Acts, like that of Vaccination, with mistrust and misgiving.” Again—“The inequality of the Law is a strong reason for doing what we can to mitigate its severity; and it is undeniably much more severe on the poor than on the rich, for it imposes fines which in the ope case are trivial, but on the other crushing.” Professor Francis W. Newman tes^iifies “To punish parents for struggling to keep their children’s blood inviolate, is a form of tyranny unheard of until modern times, and emphatically disgraceful, as it is impious.” Herbert Spencer writes:— “I wish I had known some tiijie since that the Vaccination persecution had in any case been carried so far as you describe, as I might have made use of the fact. It would have served farther to enforce the parallel between this medical popery which men think so defensible, and the religious popery which they think so indefensible.” . LONDON: EDWARD W.
