The file comprises two texts of the "Appraisal" prepared by FMD Technical Division, Wellcome FMDV Laboratory, Pirbright.
The first text is dated 26 June, 1978, and appears to be a confidential draft. Many revisions in pencil. Includes a photocopy (1 sheet) of a letter (dated 29 June) from John Vane ("Dear Gregor, We are still hoping to avoid a public confrontation....").
The second text (between soft covers) is the final text, incorporatating the pencil revisions.
