To the Chairman and Councillors of the Gillingham Urban District Council :— Gentlemen, In accordance with my usual custom, I have much pleasure in forwarding you my Annual Report for the Urban District of Gillingham (Kent), for the year ending 31st December, 1895. The Census of 1891 gave us a population of 27,813. According to our assessments, which annually are on the increase, and that a very large proportion of our population are young, healthy, in constant employment with average wages, by the usual methods of determining the increase or otherwise of population, I have come to the conclusion that our population to the middle of the year 1895, was 31,683. The geological formation of the district is soil, part loam and part gravel, with subsoil of chalk and brick earth. Our present system of sewerage is by cesspools, which is being superceded by main drainage, now in course of construction. The system is that of precipitation into tanks with crude lime.
