Set up in association with the Tobacco Manufacturers Standing Committee (TMSC) (later the Tobacco Research Council) for initiation of new research projects funded by the TMSC. Initially, the TMSC sought expert advice of the Campaign on proposals it received. Later they asked the Campaign to suggest research projects themselves, without waiting to be asked by the TMSC.
