From the first issue, the aims of the magazine are set out in the following manner:

"Only the professional men, the practitioners, the educators, the administrators, the setters of standards, can be in a true position to judge the value of our work. It is by their expert evaluation that ultimately we stand or fail. You are one of them and it is for this reason that you receive this bulletin" (Issue 1).
