Biographical note
The National Health Service Act of 1948 had made local authorities responsible for the district nursing services, and from 1960, all successful candidates for district nursing training were awarded a National Certificate. In 1966 the Queen's Institute was forced by financial considerations to contemplate withdrawal from the basic training of district nurses. Negotiations ensued with the Ministry of Health, the Association of Local Authorities and representatives of the affiliated district nursing associations, and 'Queen's training' ceased in 1968 (see also training records, J.6), leaving the Institute free to concentrate on research and post-basic training which was not provided by other bodies. Special provision had to be made for the Scottish Branch, since the national certificate did not cover Scotland
