Description

In his introduction, Hartley states that he was instructed by the TRC Board to examine the following proposal:

"That the immediate inception of a plan for a Central Research Institute, which might be developed to cost about a quarter of a million pounds over a period of three to five years, offers the most practical means of preserving realistically a collaboration between member-companies."

The "examination" is divided into the following sections:

Introduction;
Historical;
Difficulties of attainment of original objects;
Previous re-examinations of the objects of TRC and of means for their attainment;
Present position of TRC;
Some general considerations in reference to centrally conducted or centrally directed research;
Tabulated advantages and disadvantages of the proposal for a Central Research Institute;
General nature of work to be undertaken by Institute;
Expenditure required to permit inauguration of research work;
The research programme;
Development of the results of TRC Institute research;
Probability of returns from investment in TRC Institute;
The Director of Research - desirable characteristics;
Conclusions.
