Report of the Commission ordered to report upon the bill modifying the law of 16 March, 1882, regulating the administration of the Army, and having for its object the giving a complete autonomy to the Military Medical Service brought before the Chamber of Deputies at the meeting of 4th April, 1889, by M. Gadaud, deputy. Gentlemen,—The law of July 24th, 1873, and that of i6th March, 1882, have created the autonomy of the Military Medical Service, but this latter law has limited this au- tonomy {fonctionnement) in such a manner “ that it should only become complete by successive steps, so that experience might be able to decide upon the necessity of endowing the medical service with the very great powers desired for it.” M. de Freycinet, introducer {rapporteur) of this law, stated to the senate that “ when the medical service shall have exercised with success the powers which have been conceded to it, which,” he added, “ it cannot fail to do, we shall see if it will be prudent to go further, and to give to it this last degree of autonomy, which nothing in the nature of the thing imperatively calls for now.” This was then in 1882 ; the trial has been made ; the out- come of the limited autonomy in the Corps d'Armées in France and in Algeria, the opinions expressed by the generals com- manding the Corps d'Armées, and by the directors of the Inten- dance service, the report of General Fay preceding the decree of 28th December 1883 upon the medical service of the interior, the campaign of Tonkin, have proved in the most demonstrative manner the indispensable necessity of giving the Medical Service the entire disposal of its staff and of the means necessary for the performance of their duty, to endow them, in a word, under the military authority, with an autonomy as complete as that of the artillery and engineers. It is necessary for this to entrust it with the care of provid- ing its special supplies, to assure its full authority over the
