Biographical note
The IEA Council was formed on 29 August 1964, and held its first meeting on 5 September 1964 at the 4th International Scientific Meeting (ISM), Princeton, USA. This meeting agreed and adopted the revised Constitution and By-Laws, formalising the new Council and Executive Committee as the governing body of the Association (previously vested solely in the Executive Committee).
The first Council and new Executive Committee elected in 1964 comprised:

Dr. R. M. Acheson, Secretary
Dr. K. L. White, Treasurer
Dr. W. W. Holland, Editor of the Bulletin
Other elected Council members: Dr. G. Biorck; Dr. R. Cruikshank (Past Chairman); Dr. R. Doll; Dr. C. M. Fletcher; Dr. J Pedreira de Freitas; Dr. J. Kostrzewski; Dr. A. Langmuir; Dr. A. O. Lucas; Dr. B. G. Prasad; Dr. A. Robertson; Dr. H. Willard (Co-founder, IEA).
The Council is elected from active ordinary Members at a General Business Meeting, held every three years at the ISM, and consists of the President, Secretary and Treasurer (the Officers of the Association), and at least seven and not more than ten other members. A term of Office extends from the end of one ISM until the end of the next.
Council meets at least once between each International Scientific Meeting, as determined by the President. A Council meeting of over half of officers constitutes a quorum, with a simple majority of those present required for decisions.
Council appoints an Editor-in-Chief and establishes the Executive Committee of its Members, comprising at least the President, Secretary and Treasurer. It may establish other committees and their officers as necesary.
Between 1964 and 1990, there were 32 Council meetings in total.
