The file includes correspondence referring to US Patent Office procedure following the declassification of penicillin research. See an internal note (in the form of a partial letter draft, author not indicated) headed "If you have to contact Sir Ian"[Heilbron]. Extract: "The Us Patent Office under a Commissioner's order made in March 1946 is now able to cite as reference documents that were previously held to be secret and this almost intolerable position is being carried to absurd lengths even to the extent of citing against inventors the secret documents in which they first described their work, as evidence of prior knowledge of the work involved. Furthermore, another difficulty is being created by the US Office of calling for an explanation when reports such as CPS reports were issued in the names of more persons than are named as the applicants in inventions corresponding thereto. Such points have been raised in connection with the prosecution of US applications filed in the names of yourself, Dr A H Cook and Mr J A Elvidge with assignment to TRC corresponding to British patent application No. 9150/44 and 2291/45 and dealing with penillamines synthesis."
