Sir, I take the liberty to inclose to you, a copy of proposals for carrying out certain public works in this city. From the account given of them in these proposals, I persuade myself you will be of opinion, that it is the duty of every well-wisher of his country, to contribute, in proportion to the property he has in it, for helping forward a work that is so much for the public utility, and the benefit and ornament of the metropolis.
