Reproduces two caricatures of Napoleon III, the upper one from Punch, 8 January 1859, and the lower one from Fun, 12 December 1863. In the latter, Napoleon III stands by a rowing boat wearing a grass skirt as he leans on a paddle deep in thought. The boat is inscribed "La congress"
