The substance of a speech intended to have been delivered in the House of Commons, on Mr. Grey's first motion for peace, on Monday, January 26, 1795. ̀̀that it is the Opinion of this House, that the existence of the present Government of France, ought not to be considered as precluding, at this time, a Negotiation for Peace.''
