Biographical note

The author had a distinguished career in the Public Health Service. Joining the Local Government Board as Assistant Inspector in 1871, he became Principal Medical Officer in 1889, resigning in 1908. He was elected F.R.S. in 1895 and knighted in 1908. [Cf. B.M.J. 1916, ii, pp. 303-307].
