Description

Educated at Göttingen and Edinburgh universities. Barrister, philosopher, Liberal Member of Parliament for East Lothian 1885-1911. Promoted the expansion of higher education including the creation of the later Imperial College. Lord chancellor 1912-1915. Portrayed much as described by H.C.G. Matthew in the Oxford dictionary of national biography: "His tubby, latterly almost spherical appearance, soft, high-pitched voice, and strange arm gestures when speaking—the cartoonist F. Carruthers Gould drew him as a speaking penguin—reinforced a sense of intellectual oddness"
