Biographical note

Joseph Hume was a Scottish radical and politician; He studied medicine and was awarded the MRCS Ed. in 1796, the certificate of the London Company of Surgeons in 1797, and the degree of MD of Marischal College, Aberdeen in 1799; In 1812 Hume purchased the parliamentary seat of Weymouth and voted as a tory; He was a successful politician who initiated a number of reforms and changes; He was particularly interested in public expenditure.
