Sir John Sinclair has the honor of presenting his best compliments; and in compliance with the directions of the Bye-laws, subjoins those sections of the 3d, 4th, and 6th statutes, which are proposed to be reconsidered on Tuesday March 17, 1795. The favour of your attendance is particularly requested, as no alteration can be made in any of the Bye-laws, unless sixteen members are present.
