Biographical note

In 1944, Lady Allen of Hartwood, 1897-1976, Chairman of the Nursery School Association, circulated a memorandum on the need for an official inquiry into why the new plans for improved social services omitted 'deprived children'. There was no response from the Government, therefore she wrote a letter to The Times. The Times carried out its own investigation and printed the letter on July 15th, 1944. The response was staggering. When Parliament reconvened after the Summer vacation, 158 MPs demanded a public inquiry. Within 4 weeks the Government conceded, and the Curtis Committee was appointed in February 1945. In 1948 the Childrens Act was passed.
