Unto the Right Honourable the Lords of Council and Session, the petition and complaint of Sir Michael Malcolm of Lochore, Baronet, Humbly sheweth, that, by the Statute of the 16th of George II. it is enacted, ̀̀that if at any Michaelmas Meeting, any Person claiming to be inrolled, shall, by Judgment of the Freeholders, be refused to be admitted, it shall and may be lawful for him who is so refused to be admitted, to apply (so as such Application be made within four Kalendar Months, after being so refused) by summary Complaint to the Court of Session, who shall grant a Warrant for summoning the Person or Persons, upon whose Objection or Objections he was refused to be admitted, upon thirty Days Notice to answer, and shall proceed to hear and determine in a summary Way on such Complaint.''
