Sir, The inconveniences arising from the manner in which the streets of this city have been kept for many years, notwithstanding of every endeavour hitherto taken to remove them, have, at last, disposed the magistrates and council to appoint a committee of citizens, with full powers "to digest, and carry into effect, a plan for the purpose of more effectually "keeping the streets clean."
