Leaflet (folded for distribution) about legislation regarding the prevention of plague (then present in Turkey) by imposing quarantine regulations on ships from Turkey. Goods were to be opened in the open air. Goods and ships deemed to be infected were to be destroyed. Concern is expressed at how the owners would be compensated for this. Title on front fold (actually halfway down page 2).
