In the preliminary paragraph, Chamberlayne writes: "I have a perfectly open mind as to what is best to be done except upon one point and that is the question of dealing with matters piecemeal or taking up an attitude which would not only tend to remove the apparent feelings of discontent and unfairness which exist now but may rather intensify them in the present and future generations. I feel strongly that all these questions and differences should be adjusted now whilst it is in the power of the present generation to clear them up."
