The Committee was founded to enquire into the workings of the 1967 Abortion Act without looking at its underlying principles. Criticisms against the Act included the suggestion that abortion was made available for those who could afford it, while it was difficult for women to procure abortions on the NHS, that private sector profiteering was rising, that the influx of foreign women was becoming an increasing problem and that recruitment of doctors for gynaecological posts was falling off due to supposed discrimination. After three years the Committee produced a report which addressed each of these and more concerns.
