Biographical note

The Lord Bishop of Birmingham introduced in December 1986 a Private Members Bill to amend part of the 1929 Infant Life (Preservation) Act (ILPA). First reading Dec 1986. Debate during second reading scheduled for January 1987. The purpose of the Bill was to change the presumption of viability, currently set at 28 weeks' gestation, to 24 weeks and therby lower the upper time limit for abortion (the Bill would not apply to Scotland, like the 1929 Act). Co-ord opposed this Bill.
