    The present Letter was published in the Times, on the 26th instant, and is now reprinted for gratuitous cir¬ culation among the Members of both Houses of Parlia¬ ment, and Gentlemen connected with Government, with two additional paragraphs, the subject matter of which has been supplied by two eminent individuals, mentioned in the body of the letter, well qualified to judge of the question on which the Legislature will be called upon to decide next Monday. !28th May, 18:25.
