SPA Arts was established in 1991 at the Devonshire Royal Hospital as a joint project between the hospital, START Studios, SNAPS (START's News and Photography Service), Buxton and Blackbrook Community Education Council, and Connect 90 - a Buxton-based disability group. With the establishment of Stockport Arts & Health (SAH) in 1993, SPA Arts became a component of SAH.
START is a group of studios founded in Manchester in 1986, where people recovering from mental health problems work on projects alongside artists and makers. Its members were heavily involved in the SPA Column project, which was led by its then Director, Langley Brown.
