A detection of the exhorbitant oppressions, publick frauds, and mismanagements, That for a long time has been perpetrated, nay, and is now acting (order, frugality and justice being crampled under foot) in His Majesty's victualling and ordinance offices. These, and the like notorious abuses, unredressed, being the prime and multiply'd causes of the heavy publick debts the nation now groans under; contrary to His Majesty's repeared declarations and Royal example: all which is here faithfully represented, &c. By Benj. Withall, engineer, who now does, and for many years past has belong'd to one or both the abovesaid offices.
