Sir, In the year 1792, upon application of several respectable and humane characters, resident in the city and its environs, I was applied to for the purpose of endeavouring to institute and form a society for the relief of the ruptured poor, for supplying them with trusses; and though several subscribers at that time came forward, the applicants were so numerous, (being upwards of seven hundred) and the subscribtions not sufficient to defray the necessary expenses, the plan was compulsively dropped. The disorder from that time has rapidly increased, and is now very prevalent; for with in my own knowledge, upwards of one thousand have made application for relief; and it is with no less truth, than astonishment it will be found amongst the industrious and hard-working manufacturers, and poor people of every description, including in the computation every age, sex, and condition, one in twenty is found to be ruptured. It has long been matter of wonder that no specific plan has hitherto been adopted for the relief of such labouring poor, as are afficted with so dangerous a calamity: convinced of the great importance, and how beneficial such an institution would be to the labouring poor, and other deserving objects in this metropolis, I can make arrangements, and pay such necessary attention to an institution which ultimately must be attended with the greatest benefit to such afficted objects, that may be entirely lost for want of trusses being timely applied. Having submitted the outlines of the plan to your consideration, I have to solicit your philanthropy to become a subscriber, towards establishing so laudable, beneficial, and humane institution. ...
