    therein, if, in the Judgment of the said Council, or Committee, such Opinion be necessary. Andthe said Committee shall report to the next Meeting of the Council their Determination in the Matter, with the Opinion of Counsel, if any have been taken: and, if the said Formula be again approved by a Majority of the said Council, or of any succeeding Council, the same shall be ordained by such Council, signed by the Members present; and submitted to the proper legal Authorities, for their Sanction and Ratification. SECT. VI. ORDINANCE. The making, altering, or rescinding, any Ordinance, shall be in the follow- ing Manner.—
