![Notwithstanding the recommendation of this committee, we find no trace of any advance of principal, or application of interest from an account of these charities, from 1786 until 1820. In February in that year the sums of 20/. 100/. 100/. and 200/. were transferred at the bank of Messrs. Crompton and Newton, of Derby, from the corporation funds, to separate accounts for these four charities respectively, and the following sums have since been lent out to poor artificers or tradesmen, being burgesses of Derby, under the direction of John Bell Crompton, Esq. who was one of a committee appointed by the cor- poration in 1819 to inquire into the loan charities. In respect of Sale’s Charity : February 1821, one sum of 5l.~]r r T, , J ’ .... >tor four years. February 1822, one ditto These sums were, on account of the smallness of their amount, lent on pro- missory notes, with one surety to each. In respect of Botham’s Charity : March 1820, three sums of 20/.I for six years, on bonds with April 1820, two ditto - - j two sureties. In April 1826 these sums were repaid ; and at the time of our investigation, in May in that year, applications had been made and acceded to for the loans of three of them, bonds for which were in preparation, and it was intended that the two other sums should be lent in the same manner, when applied for by proper persons. In respect of Crowshaw’s Charity : For four years, on bonds with two sureties. March 1820, six sums of 20/. April 1820, four ditto - - October 1821, one ditto - - February 1824, five ditto - » ) March 1824, three ditto - May 1824, one ditto - October 1824, one ditto - The expense of the stamp and of preparing the bond is paid for by the persons to whom the loans are made. In respect of John Walton’s charity no loans have been made since the opening of the new accounts of these charities in 1820. The sums to be lent therefrom being limited to 10/., and the duration of the loans to four years, there is no sufficient inducement to any person to incur the expense of a bond. The suit in Chancery above alluded to as having been instituted against the corporation was an information filed in 1773> in the name of the attorney- general, at the relation of James Denston and others, against the mayor and burgesses, respecting these and other charities, in which a decree of the Lord Chancellor was made in 1778, directing (amongst other things) an account to be taken before the master of the sums for loans received by the corporation in respect of the charities of Sir Thomas White, John Walton, William Walthall, and Richard Crowshaw, but it does not appear that any proceedings ever took place in this suit subsequent to the decree. John Walton’s Charity. The Rev. John Walton, by his Will, bearing date 19th May 1603, and proved in the Prerogative Court of Canterbury, gave 100/. to be lent to 10 poor honest tradesmen within the borough of Derby, to be named by the bailiffs, and common-hall or council of the said borough, to every man 10/. for four years gratis, every man putting in such security as the said bailiffs and common-hall should take for the repayment of the said money at four years end, to be lent to 10 others, and so from four years to four years for ever. At the end of the will is added the form of the condition of the bond, which was to be given by the persons to whom the portions of the said 100/. were to be lent. Botham’s Charity. William Botham, by his Will, bearing date 7th February 1603, and proved in the Prerogative Court of Canterbury, gave to the bailiffs of the borough of Derby, and their successors, 100/. to be put forth to five poor men, to every B 2 one Derby.
