    If the owner or occupier fails to do this, the ' Metropolitan Authority-' may do the work itself, and recover the cost from the ' person liable to pay the rate for the water supplied, or on whose credit the water is supplied, or on the owner of the premises.'1 If the expenses are recovered from the. owner, the amount owing to the owner by the occupier, in the shape of rent for the premises, may be deducted from the sum the owner is called on to pay, and the occupier may be made to pay it towards the expenses of the ' Authority,' instead of paying it as rent to the owner.2 SUPPLY IN COURTS, PASSAGES, &c. One point, with regard to a constant supply, must not be overlooked. Section 14 expressly provides for cases ' where a group of dwelling-houses are situate in a court or passage, or otherwise in contiguity or close neighbourhood one to another.' With regard to courts of this description, it is specially provided that— ' If it appears to the Local Government Board, on the report of the Nuisance Authority (see p. 16), that a constant supply cannot be well and effectually provided for that group or number of dwelling-houses, except by means of a stand-pipe or other apparatus placed outside the dwelling-houses, the Local Government Board may from time to time make an order to the effect that such group or number of dwelling-houses may be so supplied, and shall serve the same on the Company within whose water limits the dwelling-houses are situate.'
