    Public Health Department, 146/148, Marylebone Road, London, N.W. 1. 28th June, 1919. To the Mayor, Aldermen and Councillors of the Metropolitan Borough of St. Marylebone. Mr. Mayor, Ladies and Gentlemen, My Annual Report is again merely a brief summary of the work done in respect of certain of the more important matters. The birth-rate, it will be noted, reached the extraordinarily low figure of 12.4 while the death-rate rose from 17 in 1917 to 18.53. In regard to these rates it should be pointed out that the population figures upon which the calculations were made are quite conceivably wrong and matters may not, in fact, be so bad as they appear to be. The year on the whole was not an unsatisfactory one so far as work was concerned. As always, the task was lightened by the interest taken in it by the Public Health Committee and by the loyalty and willingness of the staff of the Department. I desire to tender my thanks to both parties: to the Committee which, under the Chairmanship of Councillor E. Sanger, L.C.C., was always ready to give assistance, guidance and sympathy and to share enthusiasm, and to the staff for taking their part always ungrudgingly and uncomplainingly.
