    and especially in recommending that the benefits of the school for idiots should not be confined to paupers The principle implied in this recom¬ mendation is one of very wide application, and the committee are satisfied that it might be acted on in such a manner as largely to relieve non-pauper lunatics, and at the same time diminish the cost of the paupers. The committee have again the satisfaction of ex¬ pressing their approval of the conduct of the officers and attendants.
