By balance, or daily loss ] ^ sustained by the farmer j 0 8 ' 1 8 8 It is evident, therefore, that the fanner, by his mistaken economy, will lose eightpence, instead of saving one shilling per day ; and that he can only gain the sad consolation of having imposed a tax of fourpence per day upon his neighbours, the tradesmen, by debasing the character and subverting the industry of the labourer. By such means has pauperism been increased, and the moral character of the poor impaired. But dangerous and extensive as the evil now ap- pears, the remedy is yet within reach, provided it be properly and resolutely applied. The great desideratum is—to restore the moral character of the poor, and to bring back the able-bodied pau- pers to the independent feeling of providing for themselves and their families by their own indus- try. To this end, tivo things are needful. 1. That every independent labourer should have a cottage-dwellings with a piece of garden- ground attached to it.
