Description

Also waiting are Lord Stanley, Sir James Graham, Lord F. Egerton and Sir William Follett. The radical, C. Buller, his arms crossed, has a smug countenance. The scene refers to a somewhat farcical occasion when Lord Eliot brought before the Commons the question of Spanish policy. When nobody rose to begin the debate a decision was passed that effectively ended the debate
