Sir,—You are hereby informed that the President of the United States has promoted you to the rank of Surgeon in the Medical Department of the Army, in the service of the United States, to take effect from the 29th day of August, 1856, vice Harney, deceased, and to take place on the Army Register next after Surgeon De Leon.
