"Inspired by the Board of Education's Circular 515, the career of Dr Thomas Henry Jones for the Surrey Education Committee as the inaugural Education Medical Officer responsible for the health of the children who attended the County of Surrey's Public Elementary Schools spanned a period of 15/16 years from his appointment in the summer of 1905. His initial, basic commission was one of a Public Health perspective, which incorporated a strategic, systematic development of Medical Inspection that aimed to elevate both the general levels of physical and educational health for the children attending Surrey's county elementary schools throughout the period. In so doing, Dr Jones fulfilled the prescience of Surrey County Council by two and a half years when, on 1st January 1908, the appointment of Dr George Newman as Chief Medical Officer established a similar, national system for the Board of Education."--From cover.
