Containing Farther Observations on the National Debt; and, particularly, a Proposal for paying off a Hundred Millions in Forty Years, without making any Addition to the Public Burdens. Also a postscript containing An Account of the Influence of the different States of Civil Society on Population; or the Policy of former Times with respect to Inclosures; engrossing of Farms, and the Encouragement of Agriculture; and also of the State of the lower Classes of Men formerly, compared with their State at present.
