    NORFOLK LUNATIC ASYLUM. togmutenkttfjs fjLejJtfd FOR THE YEAR 1863. TO THE COMMITTEE OF VISITORS. It affords me much pleasure to lay before you my Second Annual Report, and also to be able to speak in satisfactory terms of the general condition of the Asylum. In so large an Establishment, twelve months could not pass without casualties and changes; nor without the introduction of certain improvements and modifications demanded by the progress of science in all its branches. The usual statistical tables are appended to the Report. The average daily number resident was 377, being 11 above that of the previous year. As usual, many patients were brought to us in a state which precluded all hope of their surviving more than a few months; and there were many aged persons as heretofore; this must be more or less the case, now that the cost of lunatics are distributed over the Unions, instead of, as formerly, over their several Parishes. We have a few Imbeciles, who were teazed either in the Union, or the village street, and on retorting on their tormenters were deemed dangerous! and brought to the Asylum, where they help to swell the number of incurables,—they gave us little or no trouble, and in many cases became useful
