To the Mayor, Aldermen and Councillors of the County Borough of Bournemouth. Mr. Mayor, Ladies and Gentlemen, I have the honour to present to yon my Annual Report on the health and sanitary conditions of the County Borough of Bourne- mouth for the year 1954, the seventy-sixth in the series. In doing so, I must acknowledge that during practically the whole of the year under review my predecessor. Dr. I. A. MacDougall, was in office, and that the achievements of the past year are almost entirely the result of his direction. The birth rate of the Borough was 11.04 per 1,000 of tlie population compared with 11.52 per 1,000 during 1958.
