    SCAVENGING. There is no public Scavenging in the District, and house refuse is dealt with in the same way as the contents of pail-closets, that is on the garden or allotment. I have before referred to the objectionable custom of digging a hole into which vegetable and other scraps are thrown, along with cinders and other refuse; this fills with water every time rain falls and gives rise to most offensive decomposition It is only necessary to deposit scraps of vegetables, &c , on the surface of a piece of ground circum- scribed by a piece of galvanized netting, supported by one or more upright rods; earth can be thrown on this as often as necessary to prevent objectionable smell until the whole is dug into the ground. There are few Ashpits constructed as required by the Bye-Taws many of the cottages being without regularly constructed Ashpits’ SANITARY INSPECTION OP DISTRICT. In Table V. will be found a Summary of the Inspections carried out, mainly by the Inspector. It also shows what has been accomplished. I may here mention that three new Cowsheds were constructed during the year, and improvements (new floors and improved drainage) effected in two other instances. One new Slaughter- house erected in place of one of the old ones. The drainage of a row of nine cottages at Chandler’s Ford was reconstructed. In the case of new buildings a double course of slates laid in cement is now required (for the damp course) ; chambers con- structed at the junctions of drains ; a better form of intercepting trap (with raking arm) is used; and proper means of access to both drains and cesspits insisted on. PREMISES AND OCCUPATIONS WHICH CAN BE CONTRODDED BY bye-daws OR REGUDATIONS. There are no common lodging-houses, but there are some houses let in lodgings, and it seems desirable that there should be Bye-laws as to these. There are no cellar dwellings. The only offensive trade known to me is that of bone-boiling, which is carried on by a butcher from time to time in connection with his business. No complaint has been made during the year (there have been in some former years) and when visited no cause of Nuisance was found. New Bye-lawsin connection with the erection of New buildings, Bye-laws as to the drainage of existing Buildings, and new Dairy and Cowsheds Regulations have been drawn up; and subject to certain formalities have been approved by the Focal Government Board.
