IN inviting yoitr attention to this subject, I do not propose to enter into any detailed criticism of the proposals now before Parlia- ment in the Housing and Town Planning Bill of the President of the Ijocal Government Board for England. For this there is an obvions reason in the shortness of time available for discussion. But an equally, if not more cogent one, is that individual views of the present proposals will largel.y be influenced by individual ex- perience of the defects of existing pro^dsions ; and should we thus limit the area of discus- sion, we shall miss many things which are of importance.
